First I would like to provide Status on Fukushima and then discuss what actions for US Plants that are now being required by NRC. Also, San Onofre is in bad shape with 1500 SG Tubes damaged.

Fukushima Status:
14 months after the earthquake, there is still no access to the Unit 1-4 Spent Fuel Pools nor Primary Containments by personnel. Robotic camera on Unit 2 reveal less than expected Water Level. Radiation Levels are still (and will be for years), too high to perform any meaningful clean-up work.

The following excerpt from the TEPCO Daily Log indicates that there is still highly contaminated water in Unit 2. Further, temporary systems slapped into service are leaking and require as much repair as the actual plant.

* At 8:02 AM on May 9, the operation was temporarily stopped at the 2nd Cesium Adsorption Apparatus in order to backwash the filter.

* At 10:00 AM on May 9, we started transferring the accumulated water from Unit 6 Turbine Building basement to the temporary tank.

* At 2:52 PM on May 3, we started transferring the accumulated water from unit 2 Turbine Building basement to the Centralized Radiation Waste Treatment Facility (Miscellaneous Solid Waste Volume Reduction Treatment Building [High Temperature Incinerator Building]). At 10:30 AM on May 9, we stopped transferring.

* Around 12:45 PM on May 9, a monitoring camera caught water squirting near the filtrate water transfer pump room located in front of the former Administration Office Building. At 1:00 PM, the pump was stopped and at 1:07 PM, the filtrate water supply valve was closed. At 1:03 PM, it was confirmed that the water leak had stopped through the monitoring camera. The surface dose rate of the leaked water was approximately 300-400μSv/h, which was equivalent to the atmosphere dose rate. Upon investigation, we found that a crack on the hose connected to the pump (for filtrate water) was causing the water leak. As the leaked water was filtrate water and it did not flow downstream of the gutter or near the water leak spot, it has been concluded that there was no water leak outside the site. The cracked hose will be replaced

New Requirements with which US Plants will have to comply by 2016 to respond to a Fukushima-like Natural Event

These new Requirements can be broken down into three Major Categories:

- Beyond Design Basis Mitigation Strategies (Further Broken Down into 3 Phases (See Attached PDF File):
* Use of Existing Plant Systems
* Portable Local Equipment
* Offsite Assets to be brought in

- Hardened Containment Vents (See Attached PDF File):
*GE Mark I AND Mark II Containments will now Require Hardened Vents. These were not previously required for US Plants however many installed a venting mechanism. Because there were no requirements, each Plant installed their own versions of the Hardened Vent (for Mark I Containments). NOW there will be a set of minimum requirements that have to be met. ALSO, Mark II Containments will have to install Hardened Vents.

- Spent Fuel Pool Instrumentation that can be read Remotely (See Attached PDF File):
* Major problem still inflicting Fukushima is that no one can tell the status of the Spent Fuel Pools reliably. IF there were Hardened remote reading instrumentation, THEN a reasonable assessment could have been made long ago. Now these instruments will be Required for US Plants.

San Onofre: No restart plan submitted – No root cause identified

Edison International announced in an e-mail statement, that it hasn’t filed a request with the U.S. Nuclear Regulatory Commission to restart its San Onofre nuclear plant, adding that any forward-looking statements regarding potential June restart dates in media reports were for “planning purposes only” and “are subject to change”.

Edison expects to submit its restart plan by mid-May to the U.S. Nuclear Regulatory Commission, which must sign off on it, Stephen Pickett, executive vice president at Edison’s Southern California Edison utility, said in a telephone interview.

Regulators may also review the $592 million the utility has spent to install the generators two years ago, Pickett said.

The utility acknowledged that any startup plans must have prior approval from the Nuclear Regulatory Commission.

“To the extent that the plant is not operating at full power, replacement power will have to be acquired elsewhere, so those costs will continue to rise,” Pickett said.  Mitsubishi’s warranty does not cover replacement power, so some or all of that cost may be passed on to ratepayers.

The attached is the meeting slides from the new Hardened Vents for BWR Mark I and II U.S. plants. This is Dated May 2, 2012 so it is FRESH.

I don't see where they require inerting the Hardened Vent with Nitrogen so that a Hydrogen Explosion doesn't occure within the piping on its way out to the Vent Stack. There is evidence that at Fukushima Unit 3, a Hydrogen Explosion occured within the Vent Piping compounding damage.

Very interesting article discussing how San Onofre contributed significantly to the September 8, 2011 San Diego Blackout. I couldn't stop reading the details of the FERC report and their analyses.

San Onofre implemented a "Separation Scheme" they deemed as a "safety-net." By classifying this Scheme as a safety-net, it was not required to be evaluated by all the other Grid Operators who are affected. Worse than that, the Scheme when it actuated didn't keep San Onofre on line.

Here's where it gets interesting. The Dual unit San Onofre Trip may have exacerbated the SG flaws and caused tubes to leak later on. Just a thought.

An Urgent Request on UN Intervention to Stabilize the Fukushima Unit 4 Spent Nuclear Fuel

Recently, former diplomats and experts both in Japan and abroad stressed the extremely risky condition of the Fukushima Daiichi Unit 4 spent nuclear fuel pool and this is being widely reported by world media. Robert Alvarez, Senior Scholar at the Institute for Policy Studies (IPS), who is one of the best-known experts on spent nuclear fuel, stated that in Unit 4 there is spent nuclear fuel which contains Cesium-137 (Cs-137) that is equivalent to 10 times the amount that was released at the time of the Chernobyl nuclear accident. Thus, if an earthquake or other event were to cause this pool to drain, this could result in a catastrophic radiological fire involving nearly 10 times the amount of Cs-137 released by the Chernobyl accident.

Nearly all of the 10,893 spent fuel assemblies at the Fukushima Daiichi plant sit in pools vulnerable to future earthquakes, with roughly 85 times more long-lived radioactivity than released at Chernobyl.

US Senator Roy Wyden, after his visit to the Fukushima Daiichi nuclear power plant on 6 April, 2012, issued a press release on 16 April, pointing out the catastrophic risk of Fukushima Daiichi Unit 4, calling for urgent US government intervention. Senator Wyden also sent a letter to Ichiro Fujisaki, Japan’s Ambassador to the United States, requesting

Japan to accept international assistance to tackle the crisis.

We Japanese civil organizations express our deepest concern that our government does not inform its citizens about the extent of risk of the Fukushima Daiichi Unit 4 spent nuclear fuel pool. Given the fact that collapse of this pool could potentially lead to catastrophic consequences with worldwide implications, what the Japanese government should be doing as a responsible member of the international community is to avoid any further disaster by mobilizing all the wisdom and the means available in order to stabilize this spent nuclear fuel. It is clearly evident that Fukushima Daiichi Unit 4 spent nuclear fuel pool is no longer a Japanese issue but an international issue with potentially serious consequences. Therefore, it is imperative for the Japanese government and the international community to work together on this crisis before it becomes too late.

We are appealing to the United Nations to help Japan and the planet in order to prevent the irreversible consequences of a catastrophe that could affect generations to come. We herewith make our urgent request to you as follows:

1. The United Nations should organize a Nuclear Security Summit to take up the crucial problem of the Fukushima Daiichi Unit 4 spent nuclear fuel pool.

2. The United Nations should establish an independent assessment team on Fukushima Daiichi Unit 4 and coordinate international assistance in order to stabilize the unit’s spent nuclear fuel and prevent radiological consequences with potentially catastrophic consequences.

COMMENT: Dr. Caldicott says that Plants in Tokyo died from Fukushima fallout. I don't agree with everything she states, however you can see the Video and decide. Related to that however, is that the hardiest weed on Earth, Dandelions (Taraxicum Officianale), appears to be exhibiting bizarre mutations. These are in Fukushima however, similar mutations are being found in Detroit! Link to video below:

Workers with high radiation levels to stay at N-plant

Tokyo Electric Power Co. said Thursday that a total of 16 employees whose cumulative radiation doses have exceeded 100 millisieverts, a government-set limit, will continue to work at the crippled Fukushima No. 1 nuclear power plant.

According to TEPCO, the 16 are engaged in equipment operation and radiation control and have advanced expertise and extensive experience at the nuclear plant crippled by the March 11 earthquake and tsunami last year.

Following the accident at the plant, the health ministry raised the cumulative dose limit to 250 millisieverts for workers there. But this measure will expire at the end of April. The cumulative limits revert back to 50 millisieverts per year and 100 millisieverts over a five-year period.

As the 16 people are vital for containing the plant's nuclear crisis, the company will keep them at work and take steps to reduce radiation levels at the quake-proof building used for its disaster response team, it said.

With TEPCO taking such measures as covering some ceilings and floors with lead in the quake-resistant building, radiation levels there have fallen to 0.7 microsievert per hour from 1.6 microsieverts, according to the utility.

COMMENT: Not only is Rain Intrusion a major contributor to Highly Contaminated Run-off (we discussed how important it was to Cover the Exposed Units), but also, Ground Water is seeping into the contaminated portions of the plant too. NOW TEPCO is going to build a DAM around Fukushima to prevent water from coming IN through the ground. This is important to control the spread of contamination. It is also a Huge Job.

TEPCO plans to divert 1,000 tons of contaminated water per day flooding Fukushima Daiichi reactors into the Pacific Ocean

The amounts of contaminated water at Fukushima Daiichi have been increasing tremendously from groundwater and precipitation over the last year; mixing with the highly radioactive coolant water which is accumulating in the reactor buildings, turbine buildings and basements of the complex after leaking from the destroyed reactor vessels.

Koydo News reports TEPCO announced it began designing plans to construct over a dozen wells to redirect and work to halve the flow or groundwater seeping into the damaged reactor buildings.

“By creating a groundwater bypass, the amount of water flowing (into the) reactor buildings is expected to be reduced by about 50 percent,” Tepco said in a paper it submitted to the government at a meeting to check its progress on decommissioning the four crippled reactors.

The utility wants to use the wells to direct some of the groundwater into the Pacific Ocean — likely about 1,000 tons per day — before all of it seeps into the reactor buildings and elsewhere.

Diablo Canyon Nuclear Power Plant Intakes Clogged with Jellyfish - Shuts Down

An influx of tiny, jellyfish-like creatures last week forced the shutdown of one of the reactors at the Diablo Canyon nuclear power plant in California. The creatures are called “Salp” and they can be held in the palm of a hand, although they can grow up to four inches in length. They maneuver in the water just like squid by pumping water through their gelatinous bodies and ejecting it in a stream.

Because of an influx of the photoplankton they feed off, millions of the little critters were swarming in the waters at Diablo Canyon, which sits on an 85-foot cliff overlooking the Pacific Ocean. Some hapless Salp were getting sucked into the plant’s intake structure and pulled up against screens that protect the condensers and heat exchangers from marine debris.
